Intent to Amend Rules
Wyoming Department of Health
Public notice is hereby given that the Wyoming Department of Health proposes to amend Rules, Wyoming Department of Health, Emergency Medical Services – General pursuant to the provisions of Wyoming Statutes 33-36-101 through -115 and the Wyoming Administrative Procedure Act, Wyoming Statutes 16-3-101 to -115.
Because the Department seeks to make extensive changes to the format, organization, and substance of the provisions governing CME requirements, the Department has decided to repeal and replace the current rules with a new chapter. Specifically, the Department proposes the following:
- The repeal of Rules, Wyoming Department of Health, Emergency Medical Services – General, chapter 8 (2018); and
- The adoption of Rules, Wyoming Department of Health, Emergency Medical Services – General, chapter 18.
Although the Department is repealing chapter 8 and adopting a new chapter 18, the Department generally intends CME requirements to be viewed the same. Still, there are distinctions, noted as follows:
- Throughout the chapter, the Department applies organization, drafting, and formatting changes to improve clarity and consistency;
- At § 2(a)(iii), the Department provides a new accommodation by accepting current certification through the National Registry of Emergency Medical Technicians as proof that all CME requirements have been met;
- At § 3(iv), the Department provides a new accommodation by allowing up to half of the total hours of required CME to be completed through distributed continuing education;
- At §§ 6 through 9, the Department reduces and simplifies the CME requirements specific to each license level.

A public hearing will be held if requested by 25 persons, by a governmental subdivision, or by an association having not less than 25 members.
The Wyoming Department of Health welcomes all comments and suggestions on these rules. Any person may urge the Agency not to adopt this Rule and may request that the Agency state its reasons for overruling the consideration urged against adoption. Written comments must be submitted to the above address no later than 5:00 p.m. on April 6, 2020.
Interested parties may request a statement of the Department’s position regarding each comment and the action taken as a result of the comments prior to, or within thirty (30) days after, adoption of these Rules. Requests must be submitted to the above address. If requested, the statement will be issued by the Department within thirty (30) days after the Agency action.
