Wyoming Department of Health Leadership
Ceballos brings a tremendous amount of corporate experience to state government. After more than 30 years with Qwest Communications (formerly US West), he retired as the company’s Wyoming state president in 2011. As state president, Ceballos managed large teams of employees and multi-million dollar budgets while overseeing legislative, regulatory and community affairs in Wyoming.
Ceballos’ extensive slate of volunteer experience includes recently serving as a board member for the Wyoming Retirement System, the Cheyenne Frontier Days Western Art Show, the Wyoming Taxpayers’ Association, the Wyoming Business Alliance and the Cheyenne LEADS economic development group.
Ceballos’ undergraduate education began at the University of Arizona and he later received a BSBA in 1980 from Northern Arizona University. In 1997, he received an MBA from the University of Colorado. He is also pursuing a doctorate in educational leadership from the University of Wyoming.
Ceballos lives in Cheyenne with his wife Addie. They have two grown children, a daughter in law and one grandson.
The Wyoming Department of Health is organized into four primary divisions: Aging, Behavioral Health, Healthcare Financing and Public Health. Each of these divisions helps serve the healthcare needs of Wyoming residents. In addition, leadership and agency-wide functions are included in the Administration and Support area.
