Ground and Air Transporting Service Licensing

To be recognized and certified as an EMS Agency in Wyoming, the following requirements must be met:

1. Have medical direction through a Wyoming Physician licensed to practice in Wyoming.
2. Current Protocols that are reviewed within the year that the application is submitted.
3. For any Agency wishing to be identified as a Transport Agency, it must have a copy of a certificate of insurance, issued by an insurance carrier licensed to do business in Wyoming, whose certificate shows that each ambulance owned or
   operated by the ambulance service company is covered by insurance, providing for the payment of benefits and damages in at least the following amounts:
   1. (A) Liability coverage in the amount of one million dollars
      ($1,000,000.00) for each individual claim and two million dollars ($2,000,000.00) for personal
      injury or death claims arising out of any one (1) motor vehicle accident, or the limits allowed to
      participants of the state’s Local Government Liability Pool;
   2. (B) Liability coverage in the amount of one hundred thousand
      dollars ($100,000.00) for property damage claims arising out of any one (1) transaction or
      occurrence, or the limits allowed to participants of the state’s Local Government Liability Pool;
      and
   3. (C) Liability coverage in the amount of two million dollars
      ($2,000,000.00) for personal injury, death, or other claims arising out of any one (1) transaction or
      occurrence, or the limits allowed to participants of the state’s Local Government Liability Pool.

EMS Ambulance Services are broken into two categories:

1. Transport Agency – Have an Ambulance and the capability of transporting a patient.
2. Non-Transport Agency – Only Personnel and support EMS operations/patient care.

To initiate the process of becoming a Certified and Recognized Agency in the state of Wyoming, please follow the steps below:

1. The administrative contact who will complete the application creates an application in OWLS (Online Wyoming Licensure System)
2. The Service Director creates an account in OWLS
3. The Wyoming licensed Physician Medical Director creates an account in OWLS
4. Email the basic information for the service to: EMS-Licensing@wyo.gov
   1. Official service name
   2. The Medical Director’s Name
   3. Agency Primary Point of Contacts Name
5. Once that has been received by the OEMS an initial Agency profile will be completed.
6. The Primary Point of Contact will receive notification of an Agency Application being applied to their OWLS account.
7. The Primary POC completes the Agency Application and submits it with all supporting documentation as required through the application.
8. If you are a Transporting Agency, the $20.00 Licensing fee must be submitted via check or money order to the Office of EMS before the application can be completed. (Does not apply to Industrial Transport Ambulance Services)
9. All Ambulances in a Transporting Agency must have an initial ambulance self-inspection completed by the agency and on file in OWLS to receive their Ambulance Ground Permit.
10. Agencies will then complete a Wyoming Ambulance Trip Reporting System orientation (WATRS). Once this is complete, the Application will be processed.
11. The Agency will then receive its Certificate of Operation in correspondence through OWLS and may begin operations.
