What are Clubhouse Services?
The Wyoming Department of Health is developing a new Medicaid benefit called “Clubhouse Services.” Clubhouse Services will be fully implemented in July 2024. The Clubhouse Services benefit will follow the Substance Abuse and Mental Health Services (SAMHSA) evidence-based practice of the clubhouse-based service delivery model. Clubhouse Services is a program that has participants of the program, with staff assistance, engaged in operating all aspects of the clubhouse, including food service, clerical, reception, janitorial, and other member services such as employment training, housing assistance, and educational support.
Clubhouse Services assist individuals with behavioral health diagnoses to develop social networking, independent living, budgeting, self-care, and other skills that will assist them to live in the community. Services within the Clubhouse may be delivered through individual (one-to- one) or group interaction between staff and participants within the Clubhouse setting. Clubhouse Services provide participants with coping and wellness strategies to improve functioning through experiential learning opportunities, peer and professional support, and psycho-education.
Clubhouse services are structured, specialty services provided primarily in a group rehabilitative setting; utilize behavioral, cognitive or supportive interventions to improve a member’s potential for establishing and maintaining social relationships and obtaining occupational or educational achievements; and are provided in a collaborative environment where Clubhouse staff and participants work side by side. Clubhouses provide participants with opportunities to build long-term relationships that, in turn, support them in obtaining employment, education and housing, including:
- a work-ordered day in which the talents and abilities of participants are recognized and utilized within the Clubhouse;
- participation in consensus-based decision-making regarding all important matters relating to the running of the Clubhouse;
- assistance in accessing community-based educational resources;
- access to crisis intervention services when needed;
- evening/weekend social and recreational events; and
- assistance in securing and sustaining safe, decent and affordable housing.
Clubhouse services do not include room and board.

Webinar
The Wyoming Department of Health (WDH) invites residents, providers, and other stakeholders interested in clubhouse-based rehabilitation services to an upcoming webinar. The Wyoming Legislature directed the Department of Health, Division of Healthcare Financing to reimburse clubhouse-based services provided to qualifying Medicaid beneficiaries, beginning July 2024.

Once the specified providers have completed the first three sections, please submit the Psychosocial Rehabilitation-Clubhouse Service: Level of Need Determination form to Laura Harnish at wdh-clubhouse@wyo.gov for review and completion of the final section.
