What is SOAR?
Supplemental Security Income/Social Security Disability Insurance (SSI/SSDI) Outreach, Access, and Recovery (SOAR) helps communities increase access to SSI/SSDI benefits for people who are experiencing or at risk of homelessness and have a serious mental illness, medical impairment, and/or a co-occurring substance use disorder. SOAR caseworkers do not charge fees to the clients they are assisting for applying for benefits.

Social Security Forms, POMS, & Helpful Links
There are many forms that the Social Security Administration requires when filing an SSI/SSDI claim. There are also required forms that need to be completed and summited when working with a SOAR representative. Below are some of these forms and the Program Operations Manual System (POMS) the Disability Determination Services (DDS) will evaluate when making a determination. The POMS is a primary source of information used by Social Security employees to process claims for Social Security benefits.

SOAR Training
- Only individuals who have completed the SOAR Online Course can submit SOAR applications. Anyone may take the SOAR Online Course.
- These courses are designed to help anyone who is interested in learning more about submitting Adult (age 18+), and Child (under age 18) SSI/SSDI applications who are experiencing or at risk of homelessness and have a serious mental illness, medical impairment, and/or a co-occurring substance use disorder.
- Enrollment is free for both courses!
Online Application Tracking (OAT)
- The Wyoming SOAR program utilizes the OAT system to report outcomes.
- According to the 2022 SOAR Outcome Report, there were 2,920 approvals on initial applications.
- Decisions on SOAR-assisted initial applications were received in an average of 153 days in 2022 with a National approval rate of 68%.
- In Wyoming, decisions on SOAR-assisted initial applications were received in an average of 118 days with an approval rate of 79%.
- It is estimated by the Substance Abuse and Mental Health Services Administration (SAMHSA) that in 2022 alone, SSI/SSDI payments for the individuals served by SOAR brought over $630 million into economies of participating states and localities.
