CHANGES TO STATEWIDE METHODS AND STANDARDS FOR SETTING PROVIDER PAYMENT RATES
Public notice is hereby given that the Wyoming Department of Health, Division of Healthcare Financing (the Division) intends to change the methods and standards for setting payment rates for services rendered under the Community Choices Waiver (CCW) program. This notice is provided consistent with the requirements at 42 CFR §447.205.
The Division conducted a study and updated the CCW program’s reimbursement methodology in preparation of its application to renew the program for another five-year waiver period. The revised CCW rate model primarily employs a cost factor build-up approach to identify and calculate the reasonable and necessary direct and indirect provider costs associated with waiver service delivery. The Division’s rate model then combines the estimated cost factors to calculate the maximum allowable reimbursement rate for each waiver service. The CCW rate model’s net impact on annual program expenditures is estimated at $950,000, or 2.5%.
The Division invites all stakeholders to participate in an online discussion on March 10, 2021 from 10:00 to 11:30am, during which the Division will answer questions about the CCW rate model. Please use the following information to join the discussion:

Public Comment on Intent to Amend Comprehensive and Supports Waivers
The public comment period for the amendments to the Comprehensive and Supports Waivers has ended. The amendments were submitted to the Centers for Medicare and Medicaid Services (CMS) on December 7, 2020. The Division of Healthcare Financing is anticipating an effective date of February 1, 2021.

Intent to Renew Community Choices Waiver

The Wyoming Department of Health, Division of Healthcare Financing (Division) accepted public comment on the renewal application for the Wyoming Medicaid Home and Community Based Services Community Choices Waiver (CCW) from December 7, 2020 through January 8, 2021. The public comment period for this waiver renewal has been closed, and the renewal application has been submitted to to the United States Department of Health and Human Services, Centers for Medicare and Medicaid Services (CMS for final approval. The renewal of the CCW has a proposed effective date of July 1, 2021. The renewal includes changes to the current CCW program, and is intended to update provider reimbursement rates, more accurately reflect current practices, and more precisely describe the Division’s methods for program implementation and compliance with the federal standards for Home and Community-Based Services (HCBS) waiver programs. Stakeholders will be notified once approval from CMS has been received.
