NOTICE OF INTENT TO AMEND

Comprehensive and Supports Waiver Program

The Division of Healthcare Financing (DHCF), Home and Community-Based Services (HCBS) Section intends to seek approval from the Centers for Medicare and Medicaid Services (CMS) to amend the Comprehensive and Supports Waivers Program. The purpose of this amendment is to incorporate additional funding passed by the 2026 Wyoming State Legislature for the Comprehensive and Supports Waivers to decrease the Supports Waiver Waitlist and increase provider rates first restoring rates that were previously funded by ARPA. The proposed effective date for the Waiver renewal is July 1, 2026.

Community Choices Waiver Program

Notice is hereby given that the Wyoming Department of Health, Division of Healthcare Financing (Division) has submitted an application to renew the Community Choices Waiver program to the United States Department of Health and Human Services, Centers for Medicare and Medicaid Services (CMS). The Community Choices Waiver program provides eligible individuals with a community-based alternative to the care provided in an institutional facility. The renewal involves an in-depth analysis of the entire program with updates in almost every appendix. Major areas of focus include new waiver services, waiver service definitions and limitations, service provider types, provider qualifications, and performance measures. The Community Choices Waiver renewal has an anticipated effective date of July 1, 2026.
