Annual alcohol and tobacco sales compliance inspection checks are performed by Wyoming police officers in conjunction with an underage youth buyer who attempts to purchase alcohol and/or tobacco.

Synar Amendment
In July 1992, Congress enacted the Alcohol, Drug Abuse, and Mental Health Administration Reorganization Act which includes an amendment aimed at decreasing youth access to tobacco. This amendment, name for its sponsor, Congressman Mike Synar of Oklahoma, requires states to enact and enforce laws prohibiting the sale or distribution of tobacco products to individuals under the age of 18. The SAPP is a sister program to the Tobacco Prevention and Control Program (TPCP). Under the Substance Abuse Prevention and Treatment (SAPT) Block Grant, Wyoming is required to conduct Synar tobacco inspections every year. Synar requires retail inspections in an effort to restrict the sale of tobacco products to individuals under age 18. The Annual Synar Report (ASR) outlines the procedures, protocol, and survey process of these inspections.
