Mental Health And Substance Use Treatment

The Behavioral Health Division oversees programs and grants for communities to provide outpatient and regional mental health and substance use treatment services and supports, including Court Supervised Treatment programs, that are accessible, affordable and provided in the least restrictive and most appropriate environment.

Early Intervention and Education Program

Part of the Behavioral Health Division, this program ensures services are provided to eligible children birth through 5 with developmental delays and disabilities in accordance to the IDEA and Wyoming state laws.

Behavioral Health Division

It is our mission to be responsive to the behavioral health needs of Wyoming residents by developing and overseeing a quality integrated continuum of care that is customer-focused, collaborative, evidence-based, and outcomes driven.

The Behavioral Health Division is comprised of six (6) internal units that collaboratively work together to meet the needs of Wyoming residents.

Quality and Evaluation Unit

The Quality and Evaluation Unit provides objective data analysis and information to leadership, program managers, providers, and stakeholders to support informed, data-driven decisions. The unit is also tasked with managing certification standards, State Rules and Regulations, and credentials for providers seeking State certification. Through these efforts, the unit ensures consistent oversight and monitoring of treatment services delivered by contracted and certified providers, promoting quality, accountability, and compliance.

The unit also oversees the Substance Abuse and Mental Health Ombudsman contract and serves as a member of the Wyoming Responsible Gaming Coalition, further supporting transparency, collaboration, and responsible practices statewide.

Community Treatment Services Unit

The Community Treatment Services (CTS) Unit supports the Division’s mental health and substance use programs by administering statewide contracts for Behavioral Health Centers (BHCs) which provide accessible, evidence-based mental health and substance use disorder treatment statewide.

The unit also manages contracts for programs that support people in recovery, including peer support services, peer support specialist training and credentialing, and recovery housing on the Wind River Reservation.

Grants & Programs Unit

The Grants & Programs Unit supports the Division’s mental health and substance use programs by managing federal funding while ensuring the funds are used appropriately while meeting all requirements. This unit also monitors the performance of programs, works closely with partners across the Sate of Wyoming, and coordinates the key initiatives listed below.

Early Intervention and Education Program Unit

The Early Intervention and Education Program (EIEP) oversees early intervention and special education services for Wyoming children from birth to age five (5) through a contracted provider system. The EIEP is the Lead Agency for Part C -birth through age two (2)- and is a Local Education Agency for preschoolers -birth through age five (5)- under the Wyoming Department of Education.

The EIEP is responsible for program oversight, technical assistance, and program delivery across Wyoming, working closely with national partners and other states to ensure quality services are provided to all children.

Currently, the EIEP oversees fourteen (14) regional programs that provide services to Wyoming’s children, including free screenings.

Data Unit

The Data Unit supports the Division’s mental health and substance use programs by managing the systems that collect data from the State of Wyoming’s contracted providers.
That data is then used for monitoring performance, decision-making, and reporting to state and federal entities.

Operations, Policy, Tracking, and Contracts Unit

The Operations, Policy, Training, and Contracts (OPTC) Unit provides administrative, contract, policy, and tracking support across all Behavioral Health Division programs. OPTC manages the Division’s contract process to ensure a thorough and efficient system that supports daily operations as well as coordinates training initiatives to strengthen skills of staff within the Division and among its providers, oversees assigned administrative processes, and serves as a resource for public information and assistance.

OPTC leads policy-related efforts, including legislative support, policy review and tracking, HealthStat coordination, and facilitation of strategic planning initiatives.
