Wyoming Drug Court Funding Process
State Drug Court Grant funding applications are due by the close of business on March 8, 2007 to the Wyoming Department of Health, Substance Abuse Division, Attn: State Drug Court Coordinator, 6101 Yellowstone Road, Suite 220, Cheyenne, WY 82002.
Each court desiring to receive State funds, who is already receiving state funds and is in good standing with the division, is required to submit a shortened application, which is provided in both Word and PDF format.
Programs who have not received state funds in the past or are not in good standing with the division are required to submit a full application which is provided in both Word and PDF format. Programs are advised to read the Drug Court Statutes and the Department of Health’s Rules and Regulations for State Funding and Certification of Drug Courts.
Under the current Rules and Regulations, the Department of Health has until April 9, 2007 to review the received applications and make its recommendations to the Drug Court Panel. The Drug Court Panel will meet to make funding determinations based on a review of the applications and recommendations from the Department of Health. Under the Rules, the Panel’s decision on funding these applications must be made by May 9, 2007.
To approve any application, the Panel must find that the program is in compliance with the Wyoming Drug Court statutes and the Rules. A determination must also be made on whether the program can reasonably be expected to meet the objectives of the legislature in establishing a state drug court initiative. To this end, the Department will provide summaries of all applications, evaluations, analysis of budgets, cuts to the proposed budgets if necessary, contingent actions required for funding, and funding recommendations.
The applying Courts are advised this funding covers the entire fiscal year, beginning July 1, 2007 and ending June 30, 2008. The Panel must determine whether to approve funding, the amount of that funding, conditions on funding consistent with law and disbursement to each successful applicant. After the Panel renders its decisions on each application, the applicants will be notified in writing of the decision. The Panel will also notify the Substance Abuse Division so that funds can be disbursed and contracts drafted that are consistent with the Panel’s decisions.
