Chris Newman, Senior Administrator
Chris Newman has been with the Behavioral Health Division since 2003, serving as the Program Integrity Manager, Deputy Administrator, DD Division Administrator, then appointed as the BHD Senior Administrator in January 2011 when the Developmental Disabilities Division merged with the Mental Health and Substance Abuse Services Division. Prior to 2003, Chris was employed in the developmental disabilities state system in Indiana as the Director of the Bureau of Quality Improvement Services in the Division of Disabilities and Rehabilitative Services.
Chris has a Master’s degree in Health Administration and an undergraduate degree in Public Health.

Joe Simpson, DD Section Administrator
Joe Simpson is the Administrator for the Developmental Disabilities Section of the Behavioral Health Division. Before his position with BHD, Joe worked for the Wyoming Department of Education as the Deputy State Superintendent of Public Instruction for 12 years.
Prior to working in state government, Joe served as the Deputy Executive Director for the Division of Leadership and Professional Development with the Council of Chief State School Officers in Washington, D.C. He also served as a high school principal, assistant principal, teacher trainer and as Director of Pupil Personnel and Evaluation Services. Joe has taught elementary through high school and college.
Joe earned his Ed.S. degree from the University of Wyoming. He also received his M.Ed. degree in Curriculum Instruction with an emphasis on microcomputer technology at Lesley College in Cambridge, MA. Joe earned a B.S. degree in Special Education (K-12) and Elementary Education at Montana State University.
